Rockstar doesn’t want you to mod GTA V on PC

Once people figured out how, they modded the living heck out of Grand Theft Auto IV on PC, adding in characters like Iron-Man, The Teenage Mutant Ninja Turtles, and Woody from Toy Story – and then going on to give it a complete visual overhaul with mods that made it nearly indistinguishable from reality. Modding on GTA IV has been prolific, rivalled only by games like Skyrim. It was expected that modding GTA V would be just as easy – but apparently Rockstar doesn’t want people to mod the game. They’ve locked the necessary files up.

“Rockstar did everything to prevent modding of GTA V,” modder ENBSeries said on a modding forum. “So at this moment, [it’s] impossible to do anything via editing [the] game files.”

They’re staying away from trying to mod the game until Rockstar makes it easier to do, or unlocks the necessary files. They probably don’t want to do that, for fear that people will end up ruining GTA Online with cheats and hacks.

Other modders were having the same sorts of issues.

“Bad news,” modder Frostav wrote on Reddit. “This game looks very locked down right now. It might be a while before we can get into the game. This is the most a GTA game has ever been locked down before. I can’t even access simple stuff like the [car-handling files].”

Of course, PC modders are a tenacious sort. Another group of modders, the folks behind the Open IV tool that made GTA IV modding a great deal easier, have revealed that they’ve cracked in to the game’s archives, opening the floodgates to a world of GTA V mods. It means tinkerers will soon be able to dick about with the game’s character models, physics, AI routines and just about everything else – so expect GTA V to get wild soon enough.

    BUT, would it not be so much better if the game HAS to be modded (because the community demands it) that ,Rockstar find some way to control it. I get that GTA Online should be quite vulnerable to the mods, but that provides an extra dimension of challenge to a company that has, reportedly, spent so much money in developing the game.

            Sadly the key I’m finding for my GTA V doesn’t work in Steam, but eh, no biggy, if it’s that much of an issue, and if the workshop does become available at some point, I’ll just pick it up on a Steam sale in a year or so for 80% off.

            I agree. I don’t mind having a few games on Origin, but most are on Steam.
            I bought that EA bundle and well, I won’t ever buy an EA bundle again.
            Luckily some of the games can activate on Steam, but the rest all activate with ONE key onto Origin. So if you already have the game in Origin, too bad, now you have two. The spare one isn’t giftable. Typical EA kak.

            If you have Witcher 1 and 2 on Steam, go to gog. Put in your codes there and you get both games on GOG with TONS of goodies. Including what the Admiral mentioned.
            Which is NOT why I like it. I like the storybook 🙂

            I don’t have stats to back it up but I believe you would be in the minority. I suppose the best way to really see what is going on would be with the Witcher launch as Uplay Origin and Steam get a version as well as a DRM free version. Whoever gets the most sales would indicate what is the preferred platform of choice.

            Remember that Steam is forced onto most PC games. So the opposite to Steam will be the offline gamer. Where is the offline gamer? and how do you bring the offline player back to PC.

            Don’t use The Witcher 3. The Witcher 3 is not a mass appeal game. Now if GTA 5 had released on PC without DRM.

            So in other words. If Steam is forced onto most PC games. You create Steam gamers. So therefor Steam will reap the highest numbers. That is the system in place.

            The opposite of Steam is not buying retail PC games, they not buying games from Steam. People are now starting to use GOG and seek games from them. But the offline PC gamer has no option to buy PC games. So where is the offline PC gamer. They are on consoles.

            I use Witcher 3 because they chose various platforms and we can sorta extrapolate from that. Not saying it is ideal but meh. Also please stop using steam as the de facto scapegoat as they do not force devs or publishers to use it.

            You may hate DRM but in the grand scheme of things Steam rocks.

            Steam rocks? Steam came into retail and cut off millions of offline PC gamers. Millions of gamers. So ya, Steam doesn’t rock. Steam rocks for you, yes. But Steam doesn’t rock for millions of offline gamers.

            Why do publishers support Steam so much. That question has been answered already. Origin and Uplay. Publishers stopped supporting the offline PC gamers because they needed for Steam to grow. Steam took long to grow. But steady sure as well does. Steam took years, years, to much where retail was at before Steam. Why did publishers need Steam to grow the digital numbers. Because they want to start their own DRM clients. EA and Ubisoft, two of the biggest publishers in gaming, got their own DRM clients. But it’s not going to end there. More and more publishers will be releasing their own DRM clients. WB is next.

            Where is the offline gamers. Millions of offline PC gamers were left stranded after Steam came alone. Those millions of offline gamers went over to consoles. Xbox 360 the first person shooter consoles. Come on.

            The last gen of consoles took a damn long time. After 4 years the Xbox 360 showed it’s damn age. After 6-8 years people got fed up and went back to PC. That is when Steam saw some big increases. Microsoft tried to market the Xbox One to publishers and turned it into a Steam box and slapped DRM onto everything. It didn’t work out for them and now the Xbox One needs the internet out of the box before it can work. Where did the offline gamers go to…

            The offline gamers went to the PS4. Look at how fast that PS4 is selling. We are talking about millions of offline gamers.

            When they DRM the whole gaming industry. Where will those millions of offline gamers go? Gaming industry crash. Or so some believe.

            I say, don’t support DRM, not as an anti Steam campaign, but more so that PC gaming can attract those offline gamers again.
            When we speak about broken games, unfinished games, shitty ports, ect, most of it comes from PC gaming. If we can get the offline gamers and grow the PC gaming community, offline and online, online meaning digital, but offline is the important part, then developers will start to take PC gaming seriously again.

            CDPR is acknowledging the offline gamers. They not just treating offline gamers as consoles vs PC online digital gamers. CDPR is not going to make a big impact at retail over Steam. But it’s a start. You have to start somewhere. But PC gaming = Steam.

            But don’t blindly follow Steam. Don’t hold Steam as your savior. Because in the years to come, a lot of publishers will be fucking off from Steam to setup their own version of Steam. How many cocks to you want up your asshole. I prefer none, thank you CDPR.

            Okay sooo … offline is becoming less and less of an issue in this ever connected world. At a certain point you8 are going to have to give up on this offline thing. Even CDPR in their infinite wisdom realized offline is becoming less of an issue hence the launch of galaxy. Yes it can be completely offline but let us face it that it’s biggest punted features are all online community driven social interactions. But for now you can have your offline and I will keep my online and let us both be happy we can play Witcher 3 both ways.

            Yes the world is moving towards always connected. But the world is still at the 50-50% mark between online connected and offline. PC games caters to non of that 50% of the world that is offline. Well CDPR is catering towards them. Which is a good thing.

            Galaxy is about making it easier to sell and promote GOG. Galaxy is not about cutting off and limiting gamers.

            Just because online and Steam makes you happy doesn’t mean you have to ignore all those offline gamers who were cut off from PC games. Work towards a future that caters to all not just yourself.

            You mean “Hold technology back?”. Not ignoring them and neither is steam. They have an offline mode and yes it does require you to at least have logged in once. I went for a week without internet and still played most of my steam games fine. But at one point you are going to have to say enough is enough and do things that you might not like and switch to 64bit and get a basic internet connection. Just because you own a sailboat does not mean the rest of us can’t use a plane.

            Why do you think that technology will be held back if the offline world is catered for. We talking about games here. Look at how CDPR is releasing The Witcher 3. Is CDPR holding technology back? No.

            Having the option for Steam to go into offline mode, is not catering to the offline gamer. Steam is very much for online gamers. Digital distribution. And that’s fine to cater to the online gamer. Steam in retail is not fine because it cuts off the games to the offline gamer.

            And that time to of enough is enough, just get with the program, ect. It’s not that time yet. When the world is 80% connected then maybe you can use that argument but as it stands, we not there yet.

            I like steam but I would not go so far as to staunchly defend it. I do however believe that we are (slowly) moving toward a completely online situation. Hell I can’t imagine being offline anymore myself. I do know that there are still plenty of people without a decent connection and I do feel bad for them but the situation is just going to get worse. If you really wanna blame someone I would suggest you look at our government because we should have already had much much cheaper access to the net ages ago.

        Nah they should have made an seperate sections for GTA Online files and GTA SP but in reality they both use the same assets, they should have added a mods folder so that perhaps those changes you made for the files are read in SP and MP just reads the root folder so that the game can stay vanilla on ONline and Modded for SP via Mods Folder

          If you already installing 50gb you can just as well install another 50gb into another folder called GTA online. Problem solved. Mods single player one side and online the other side. Give gamers the option of choice. Online only, single player mods only or both.

            I believe the mod folder aspect I’ve stated is smart

            as its space conserving and easier to ‘keep the files intact’

            but if its also bad as you enable mods for online, it will allow texture modifications etc which could potentially allow players to ‘see’ you behind things as if its a cheat

            thats not a great idea adding an extra 50GB of game files which’ll piss them off with the ‘system requirements’ of 60GB

            its just not an smart way though, personally my mod idea is smart as you dont need to copy 50GGB of the entire game, and just the modified files. saving an MASSIVE amount of SPACE

      im always saying this: what rockstar is doing is just stupid.
      if they abandon mods like that, modders will find their own ways with script hooks and stuff -which were also used for cheating in gta 4 online mode.
      instead rockstar could support mods, and draw a line between mods and cheats.
      this way people wont have to make their own system, which could be abused by anyone
      to cheat in online mode, which seems to be very important to rockstar (although they didnt
      seem to give a fuck about actual cheaters/hackers in gta 4, but throwing hundreds of thousands
      of dollars into an anti modding protection, and failing)

      but it looks like they havent learnt their lesson in gta 4 -or maybe noticed the huge additional
      value which mods give to these games, printing even more money for them.
      i mean pc mods are a mayor reason to buy the game for pc, some people who played it on consoles even buy it again for pc because of that.

      sometimes i think rockstar just doesnt want people to mess with their precious game -.-
      or money, you know. >_>

    Lock out the online files. Make the offline part of the game moddable. Everybody who is playing the game has already downloaded like 70GB of data. Might as well download another 5GB patch that does this…

    Seriously AAA publishers, let PC gamers mod your games. They want to, and it doesn’t hurt you – if anything it extends the longevity of your game. And if you’re worried about mods affecting online activity, surely you can figure something out? You’re always telling us how brilliant you are.

      This. I have very strong feelings that they have all of this planned, & made those plans months ago. They want to see how strong the R* modding community (still is,) before releasing the files, which IMO, is a much larger & “mature” community than lots of PC game communities.

    Create a downloadable workshop which allows modders to make changes.
    You will then be in control of what they can mod and what stays locked.

    Making your game unmoddable is one of the stupidest things you can do quite honestly with a pc release. It add’s so much life and longevity to the games, I mean ffs it’s basically free DLC for your game that will get people playing your game and you didnt even need to raise a finger.

    Hell the ability to mod and play with your games, is why a lot of people choose PC over console in the first place.

    Especially for titles GTA V where a good bulk of the people who play it could not care less about the story and just want to drive around doing crazy shit and throwing hookers in front of traffic.

      I had massive lag issues with GTA O when I tried it last night, & it was completely unplayable. I saw enough that I can see it’s going to be all kinds of fun though, so I’m keen to try it out again in a few days when the servers are perhaps a little less crowded & Afrihost have forgiven me a little for the strain downloading the game put their network under :p

        The Online side is a hell of a lot of fun, even if you’re just driving along with someone you get up to all kinds of mischief, it’s really awesome to say the least, but that lag issue… I know exactly how you feel… In general though, I’d love to try the heist missions at some point!!

    Rockstar’s main focus is GTA online. So that they can sell you fake money or what else they can sell you.

    Fuck it. I’m not going to get into it. Without the mods, I’m not interested in GTA 5 for PC.

            You sir, focus too much on the idea of a DRM free world, it would be advantageous for you to shift that focus and your demeanour to which you approach this topic, to not only avoid sounding repetitive, but to deliver an insight or a simplified solution to the current trend of publishers moving toward DRM controlled policies.

            And just to add. I just read someone’s post of how he doesn’t have good internet and he bought the retail copy of GTA 5 and now he can’t play the game after installing it.
            If GTA 5 was released as a complete game with no DRM at retail, that person would have been happy with the product he bought and would have been playing the game already. But instead he has to wait days for a day 1 patch for a retail product before he can play the game.

            The Witcher 3 at retail with no DRM will install and play. End of Story.

            Yes, that’s it, now lose the last bit and you’re halfway there… Yes, I did purchase the game with a day one patch and yes, no one likes waiting for a download to finish, because we all have better things to do than stare at a progress bar, but at least once it’s done, the DRM sits patiently in the background, not hampering gameplay like a constant encryption executable override protector…

            Yep, it’s sitting patiently in the background, watching your every move, logging your every keystroke, and of course archiving visual scans it took of you, the player, using your own web cam.

            Social Club is longhand for spyware, baby. That’s why it just HAS to be running for you to play the game–IF you can play, that is.

            To this day, I still haven’t played the legal version I bought of GTA IV. The copy I “downloaded” however… well, lets just say I’m glad someone cares whether or not what they distribute actually works.

            Hehehe, messing around in GTA is pretty much the best part of the game, yes there are missions, but nothing beats going on an adventure like the kind you find inside GTA!

    As near as I can tell, the Open IV group has managed only to do a file listing and look at an INI file. That’s hardly impressive. However, I do wish them the best of luck. I would love to see all maner of cheat and money mods at this point. That is exactly the kind of karma that Rockstar deserves right now for being so deceptive about mods on the PC version.

    why care about mods if the game works like fucking shit at the moment I have a 760gtx ti paired with a i5-3570k and 8gb of 1600mhz ddr5 memory running on windows 7 ultimate and I get extreme pop-in of shadows ,textures,grass,reflections and stutters like hell every 15-30min of playing online or story mode on 30fps. you gave us 3delays and still release this buggy mess?shame on you rockstar oh and do not bother to send a ticket people cause after 3 days I still have no answer!this is the last game I buy for now on I will pirate I have been fucked over by this shit game developers one to many times!i even tried playing at 800 times 600 resolution and still the same although I have NVidia driver 350.12 installed!i want my fucking money back cockstar whores!

    If they were to modify the game layout and have a Mods folder so that any changes are use there for SP and for MP its the entire game is left as vanilla (exception of Mods folder idea)

    Imagine how much LESS millions of copies Skyrim would have sold had we no choice but to live with those “sock” toes Bethesda originally provided players when that game released 11/11/11?

    You know, I totally understand intellectual properties and wanting to protect it. But PC game developers who do not allow modders to do their “thing”, are f-ing stupid.

    The consumer is not only fixing your mistakes with their modding, they are providing you and your product an advertising bonanza of GLOBAL proportions!

    Let’s look at DOA Last Round;… “oh you better not tarnish our good little DOA fighter girls with some disgusting mods that exploit women and turn them into some kind of sex objects. Or we won’t make another DOA for PC.” Awwww, really? Are you sure? Damn, well, that’s okay. Last Round is nothing but a regurgitated costume-filled” rework of the first boob bouncer you lazy bags of it released for the Dreamcast in 1995!

    The (Dreamcast)fighting engine is good though. The girls have always been ready to be violated. Now that we have the PC version of them, the modding community WILL give DOA fans the DOA you “bags of it” were too stupid to give us from the start.

    And what exactly does Team Ninja get from all this violating of their intellectual properties? Well, DOA Last Round will have an unlimited number of possible costumes to kick butt with, including birthday suits if people want them. Backdrops might become anything from the White House to my local Pizza Hut. The story MIGHT actually get good. And Team Ninja makes millions from all the people who learn about the awesome modding being done to make DOALR the best it can be.

    I’d say that’s cause to unlock your little bin files there Tecmo. But you won’t. Why? Because you are stupid.

    And Rockstar doesn’t want us to mod GTA V either???? Stupid is the only word to describe such a bonehead reasoning, considering the popularity PC game modding is today. If you don’t believe it, just Google “Skyrim Nexus”, and ask how much cash Bethesda has earned from her little trip to Tamriel.

    Aside from the thousands of bettering mods, there is a frickin sex mod for this game! Where you actually have sex! It’s crazy. But Bethesda is still okay with this VERY SERIOUS and EMBARRASSING violation of its intellectual property. Why?

    Because their bank account said so.

    First off, ENBSeries is pissed off about not being able to add his ENB’s (at the date of his posting) to GTAV. Make no mistake the game can be modded, however, in it’s current state the files are read only using openVI. Six mods are out, 3 are lesser of importance. Remember, Skyrim didn’t have the brilliantly beautiful mods on day 7

    You can have steam shop items in a non steam linked game. I do that with Warframe, bought stuff from workshop/store (rubedo skin, phase skin) and voila. Its actually pretty simple to achieve that level of interconnection.
