Has Microsoft implemented digital Xbox One region locking?

The Xbox One is region free. Microsoft’s Albert Penello confirmed this before the console was released saying that you could sign up to any of the 13 original launch markets and use the console. He even suggested using pre-paid cards for the Xbox One Store. It seems though, that the Xbox One isn’t quite as region free as we all thought.

Numerous users on the Xbox forums are reporting an error code when trying to launch some of their digitally purchased games. They’re getting booted out of their games, accompanied with error code “0x87de07d1.” According to Microsoft, that code means:

  • The game was purchased and downloaded, but you aren’t signed in and connected to Xbox LIVE.
  • The game was purchased and downloaded by another family member, and that person is not signed in to the console.
  • The game disc is not in the console.

Only in all of these cases, neither of those is true.

“I am getting the error code 0x87de07d1 on my digital download copy of Forza 5,” moans one user. “I have also seen in other posts that at least 2 other people have this error on Dead Rising 3. This is a digital copy of the game that has worked fine for several weeks. It is now acting as though I do not own the game. I have tried turning the system on/off, switching profiles etc but nothing is helping. In the xbox store Forza 5 is displaying the option to buy for £49.99, where it would usually say Play, as I do own the game.”

Another user’s experience is a little more specific.

“There’s definitely a region lock on digital downloads in place, whether that be DLC or full games,” he said on the Xbox forums.  “I’ve got a UK account and bought a digital copy of Forza 5 on ebay, redeemed it and then about 10 days later it wouldn’t load, just giving me the option to buy it again””

After over an hour with xbox live support, I was told “For the Xbox One, that is correct. Discs are region free, so it should be that the codes are the same. This is the reason why we are having it being investigated further my friend. It could be an issue somewhere along the way of redeeming the codes, and should be fixed surely, we can assure you of that.”

They passed me on to the ‘Advocacy’ team, who eventually told me “I was able to figure out that the reason you could not redeem your PPC was because it was intended for another country. When redeeming your token there are two things that need to match up. The country listed on the account must match the country that you are connecting from and the token needs to be for the same country as well.”
The resulting advice being “I suggest going back to the person you purchased the game from and inform them that the code he provided you was set for a region other than the U.K.”

I asked for clarification on region locking on digital game downloads and was advised “All Xbox digital content is region specific. Due to many international and cultural laws, not all content is available everywhere. “

Many users are sharing a similar story, and it all seems to boil down to a common element. Those users have bypassed inherent geo-fencing by purchasing prepaid cards off of eBay and similar. They’re able to redeem those cards, and then play them – only to have those games and DLC  stop working later on.

It seems that Microsoft has placed some sort of geo-fenced digital region locking on game codes. That’s entirely their right, I suppose. Redeemable game codes for Nintendo and Sony platforms are specific to their regions, but they should never have been redeemable (and thus playable) in the first place.

            That’s not it for me. I like Begins and the Dark Knight almost equally. Just felt like they tried so hard with TDKR and everything had to be bigger and more Hollywood that they missed the part that it’s supposed to be the deep and dark mysterious Batman.

            A lot of people didn;t like TDKR, but I think it’s mostly because there was no way that Tom Hardy would be able to outdo Heath Ledger.

            I honestly don’t compare it to TDK. I just thought it wasn’t very batman, and more typical action movie. But that’s just me. Besides the fact that it sounded like Bane was narrating the movie because the sound was so badly done.

    1) If the system allows you to redeem it and play it, then it is yours to play regardless of where you are as they gave you access
    2) They claimed the XboxOne is region free. If that is the case then either digital content should be as well OR it shouldn’t allow you to redeem a code outside your region. End of story. Can’t have it both ways MS.

    I understand locking digital content due to laws of different regions being different. But why would they allow redeeming content outside your region then and why would they tell everyone that the Xboxone is region free but not inform everyone that digital content isn’t?

    This is blatantly kicking their consumers in the teeth again. I can’t understand how they can carry on making blunders like this?

        However if you have proof that it isn’t true then I am willing to apologise for jumping on the bandwagon too quickly.

        But is it really fair to say that because lots of people are not having issues that it must be fake that there are those that are experiencing problems?

          Yes,i have proof-i don’t live in US,hell i don’t even live in any supported Xbox One countries,and i just tried all digital games in Xbox One-works fine as usual.

          You can call mods to check my ip,i’m living in Hong Kong.in fact,most people in GAF(there’s a thread about this) reported it works fine as usual,only one seems have same issue-but already fixed few hours ago and works fine again.

            But the article doesn’t state all. It also states that the games of these individuals were working fine for a while and suddenly stopped and that the response from Microsoft themselves was that because of digital laws certain content can only be made available in certain regions.

            Furthermore this seems to be more specific to pre-purchased codes from different regions.

            I am trying not to be nasty here, but simply stating that because it works for you that it must be false and that all those people who do have the problem are lying is a bit silly don’t you think?

            Has it not been shown over and over again that many systems work fine for one person but not others?

            Lastly, the reply from Microsoft stating “All Xbox digital content is region specific. Due to many international and cultural laws, not all content is available everywhere.” is kind of a dead give away isn’t it?

            I get my FIFA14 by pre-purchased codes,and still works fine.

            And it’s not just works for me,it’s works for most people living in non-supported countries,i know there are hundred of people live in China/TW/HK and none of them reported this,also neogaf thread.

            And the reply from Microsoft is pretty normal-these “support” most likely knows nothing about Xbox One.

            I’m not surprised if these code actually are from repaired console-this type of code may actually region locked because it can easily sell it a lot cheaper,just like Steam Russian codes,but i’m sure codes bundle in console works fine as usual(My Xbox one is Italy version bundle with FIFA14 download code),and since Microsoft never officially sell any game codes,that will be their problem.

            But you are making an assumption there and believing that, that is the case.

            Until this issue has been further investigated we can’t jump to conclusions.

            But my original point still remains. Why would Microsoft allow you to activate a code from a separate region if they themselves state that it’s not guarenteed that all digital content will be playable after redemption?

            Because

            1.Most type of code works fine even you’re in separate region.

            2.No companies will guarenteed most of things,including this.

            2) Actually Microsoft can guarantee this by indicating the game won’t work before redeeming the code. That is simple coding that they can implement.

            Yes you are making assumptions because you are assuming that just because you and others are working fine that anyone who isn’t working fine has done something stupid or illegal.

            You are assuming sir and you refuse to accept that there are people out there that are experiencing this problem which shouldn’t be a problem because those people legitimately bought their products and were actually actively playing when the games suddenly stopped working.

            you cannot explain that away and say it’s ok. You cannot say that these people who had access and suddenly don’t anymore must accept it and are wrong.

            But you don’t seem to grasp that concept.

            So I am done trying to explain to you that you cannot ignore that others are having problems while others don’t

    Funny thing is, they were just waiting for a decent install base, and now they’re bringing back all those silly online-only crap. Just take a look at Titanfall and Garden Warfare. Both games are online only, and for Garden Warfare (to play local co-op) you need to have xbox live gold. So to experience split screen you need xbox live. I mean come on that’s bullshit.

    Have to love Microsoft, the ol’ shake and bake! Pull the wool over the eyes of the retards, and fill their heads with useless PR talk.

      Yeah I remember the outcry well last year at E3. Everyone up in arms…

      Few days later – repealed.

      BUT many commentators made the point – if it is so easy to take this stuff out, which we were swore blind to was integral to the system, then surely must be easy to put it all back?

      I want an Xbox One, but every passing day my stance drifts further away from that (how do you release a console that forgot about PAL 50Hz for pete’s sake!). I keeps telling myself “Self, be happy with PS4 – One may have some games you just never end up playing! Deal with it!”

    I have X1 but this is how the playstation works also. Let’s say I have a US account all I can buy is US digital games now if I import a game it will work but if there is DLC you have to buy the DLC from the region you got the game and have that region account also. Also you can’t use a code from another region on a different region neither PS4 or X1 let’s you do this! So pick a region make sure you have a valid address and credit card from that region or use paypal. The most important is the address from that country so just use a friend address staying there and you are set. Now if the game is banned and you want to know if you can import best way is try using Amazon and see if they will ship it to you for Ps4 check an international seller and see if they would sell it to you. Been doing this and I’m in Turkey. Enjoy your gaming people both are good consoles!
